It depends

...on the condition of the remaining teeth in the upper jaw.
Partial dentures tend to be more difficult when they are replacing teeth on only one side. Most people will do well with full upper dentures. Generally lower full dentures are much more difficult to function with.
So greater efforts are sometimes taken to save remaining lower teeth.
Implants are also used to help retain dentures--attachments are placed in the dentures to snap into implant fixtures in the bone. This is not an all-or-nothing thing with the implants.
Most overdentures though are done on the lower jaw, because the improved function is more important there.

RaleighDDS is right usual. I would add that you should not look at this as an all-or-nothing decision. By that I mean that the remaining teeth have to be looked at strategically to determine what saving them will add to your overall condition if you choose to get a partial. This means that the teeth to be saved should be restorable, should have decent periodontal condition and should be in a location where its presence leads to a better partial denture.
I also agree with Blindboy55 in that if the choice is between saving upper teeth or lower teeth, you should try harder to save lower teeth because full dentures are so much harder to use on the bottom
